What does the unauthorized page for a survey participant mean?

In a testing program, an internal user received the attached unauthorized page. They have had no issues responding previously. What does this error mean?

@andreammelde looks like this is related to the permissions. We need to check the entire configuration of the Survey to sort it out. I am redirecting this to our support team to find the root cause. Thanks for sharing it here!
