Dashboard Filter Error Bug

I noticed that if you try to add more than one filter field without filling in the first filter value, you receive an error message, but the UI looks all funky and it's hard for some users to determine what to do next:

It looks like the filter field sits on top of the next section, causing confusion.

Hi Kate,
For user filter, you have to select a field and input its value before you can add another filter. Can you share more details when this happened so that I can verify it?

I will use the Cockpit filter functionality as an example:

When you click the + Filter button:

The button is greyed out until you actually enter a value for that criteria:

On the Dashboard filters, the button doesn't grey out so it appears that you can click it again.  If you click the + Filter button and then click it again before choosing a value for the first filter criteria, you get this error message but it's difficult to decipher.

This could be avoided by greying out the + Filter button until the user has filled in a value for the first filter.
