Applying logic to who a CTA is assigned to

I received the following question from a customer:

We want CTAs to be assigned to whoever is the Business Solution Partner and if there is not one, assigned to the CSM.  How do we go about doing that?

We did this by creating adding two CTA actions within the rules engine. The first that prioritizes assigning the CTA to the Business Solution Partner by adding a filter for the BSP not equal to null. The second CTA is then assigned to the CSM if the BSP is equal to null and the CSM field is not equal to null. 

Hope this makes sense. It's a little extra effort but work well.
