It would be really great if we had the ability for admins to edit the Column Width of tabular reports in report builder, and have these settings be universally applied for all end users.

If you do that in the report builder and save, the column width should be saved for all.
It might be the case that the user state preservation (remembering the user-level changes) is creating some confusion here. We have comprehensively improved the state preservations in the new horizon reporting. Till then, the only way to guarantee these changes get reflected for all users is to remove and re-add the report to the dashboards.
