I understand that once a Program is launched you cannot change Participants, steps in the Program, such factors. However, you SHOULD be able to change the Email Templates that are being used in any future outreach in an Active Program at any time prior to the send date/time.

+1 on this, and in general, I believe we should be able to make program changes to an active program by pausing it, without having to duplicate the program.
You can’t change which templates are used, but you can change the contents of the template and it will reflect in the program. You can also add participants to an existing program by adding a new source.
